Eugenio Alarcon

Eugenio brings more than 28 years of combined experience in both the public sector and investment banking. He worked for 14 years at JPMorgan, where his most recent position was Head of Public Sector Coverage for Latin America and the Caribbean, managing a client portfolio that included Sovereigns, Quasi-Sovereigns, Central Banks, Sovereign Wealth Funds, State-Owned Enterprises, and Multilateral Development Banks.
Eugenio also worked in JPMorgan's Public Finance group, where he covered U.S. municipal bond issuers in Puerto Rico, Florida, and New York. These projects included housing, electric services, water and sewer bonds, general obligation bonds, and tax revenue bonds, among others.
Before that, Eugenio worked at Deutsche Bank in the Latin American Debt Capital Markets desk, responsible for sovereign issuers in the region, including bond issuance transactions and liability management.
Eugenio began his career in the Debt Management Office of the Ministry of Finance and Public Credit of Mexico, where he spent eight years between 1995 and 2006 in various positions, all related to public debt management, culminating as Deputy General Director of External Credit. His responsibilities included the issuance of bonds in external markets, participating in more than 50 bond transactions totaling more than USD 50 billion, including liability management transactions that eliminated Brady bonds, reducing inefficiencies in the yield curve and reinforcing Mexico's credibility in international debt markets.
He was also responsible for managing the external debt portfolio, including risk management and participating in the design of the public debt strategy. Additionally, he was responsible for authorizing the external debt of state entities, designing and executing the oil hedging program, and participating in the sale or privatization of several state assets.
